Insurance premiums up in Jesmond due to floods | JESMONDLOCAL

Insurance premiums are rising in Jesmond as residents recover from one of the wettest summers since records began.

Locals are concerned at being priced out by insurance companies, as some are forced to buy non-returnable values just to be considered for a policy.

At a public meeting on Tuesday, Newcastle City Council said it would do all it can to help residents with insurance queries and advised them to contact the National Flood Forum.

Northumbrian Water?s Linzie Pentleton said that when the company began to clear the sewers, they found several blockages. Concrete had been poured into a sewer on Osbourne Road, affecting its capacity. On Clayton Road, cameras were sent down the sewer and discovered 40% of the tunnel?s capacity was blocked by fallen branches.

Northumbrian Water added that 51 properties had reported flood damage in the Jesmond area and they had set up a special project team to deal with flooding across the city.

The council said it was working with neighbourhood manager John Welford to clear culverts and gullies to reduce the flood risk. Welford proposed a scheme to remove cars from streets to allow teams to clear gutters and culverts blocked by falling leaves and rubbish. South Jesmond councillor warned that neighbouring streets would suffer with? the extra volume of parked vehicles.

One resident questioned whether there was a subsidy for installing flood defences. The council said nothing was available at the moment, but the Environment Agency could provide funds from April 2014.

Another resident raised the problem of absent landlords and reported suffering flood damage from a neighbouring house whose landlord was uncontactable. Newcastle City Council said they would look into any similar issues.

Northumbrian Water has vowed to respond to every customer who reported a flood to examine the issue further. They aim to complete their investigation by the end of the year.

Deutsch LA created what is probably the most memorable spot in recent Super Bowl history, and it came in the?form of a little boy in a Darth Vader suit.

After agonizing over how the shop could possibly follow the viral sensation (55 million YouTube views and counting), Deutsch LA decided to turn from children to the next most-loved Super Bowl star: Dogs.

VW came out with an incredible teaser of costumed dogs barking the tune of the Imperial March, which was followed by the 2011 spot of a comically obese golden retriever who just wants to lose weight to fit through his doggy door and run alongside a car.

The dog-theme worked so well that Deutsch LA continued the trend and recently released a popular ad in which a bulldog eats his owners car keys and has to be held against the door to open the vehicle.

Moral of the story: People love dogs. So when I was in the ultra-modern halls of Deutsch LA, I asked the creatives in charge of the 2013 Super Bowl spot if they'd be making an appearance in the next ad.

"It was on the brief," group creative director and VW genius Michael Kadin said, "NO DOGS."

"But I don't know if the whole animal kingdom is off," creative partner and fellow EVP/GCD Matt Ian joked.

However, Deutsch LA CEO Mike Sheldon was more resolute.

"No, there will decidedly be no animals in our Volkswagen advertising," Sheldon told BI.

"We just want to do something that is spectacular," he continued, "that people talk about, that people share, that makes people say, 'Oh my gosh, I just have to be a part of that Volkswagen religion.'"

Volkswagen has become known for its great Super Bowl spots, so the pressure is always mounting to come up with better-than-before creative.

But Sheldon is confident in Deutsch LA's still to-be-determined Super Bowl 2013 output.

"The 110 million people watching the Super Bowl aren't sitting around wondering are you going to beat the Darth ad," Sheldon said. "We are, clients are, you [the media] are, but the other 109.999 million aren't. So you just have to do something great that gets the point of the brand across."

He continued, "We have a great brand combined with clients who have a big appetite for great work, which is 80 percent of the battle."

When asked about whether Deutsch LA was thinking of putting celebrities in the spot, Sheldon raised his eyebrows.

"Everything is fair game, but it would never be a celebrity for celebrity's sake," he said. "Volkswagen's too down to earth and charming, too much of a nice story teller brand for that."

Although, with the right idea, maybe.

"Everything is on the table."

Except for puppies.

Sudan makes arrests after foiled 'sabotage attempt' -report

KHARTOUM (Reuters) - Sudan's security services thwarted a "sabotage attempt" led by opposition forces and arrested a number of civilian and military figures in connection with the incident early on Thursday, state-linked media reported.

Witnesses told Reuters they saw tanks and armoured vehicles moving down a major street in central Khartoum, the capital, around midnight. A Reuters reporter said security in the area appeared normal in the early morning.

Sudan, ruled by President Omar Hassan al-Bashir since he seized power in a 1989 coup, has avoided the massive political upheaval that has convulsed other Arab countries over the last two years.

But the secession of oil-producing South Sudan last year and an ensuing economic crisis emboldened some opposition activists to call for protests and, analysts say, exacerbated divisions in the government.

Small demonstrations against cuts in fuel subsidies and other austerity measures broke out across the country in June but petered out after a security crackdown and the start of the Muslim fasting month of Ramadan.

Sudan's security and intelligence agency "foiled a sabotage plot this morning aimed at bringing about security disturbances in the country led by figures from the opposition forces," the Sudanese Media Centre reported on Thursday.

Quoting a security source, the media centre said authorities had arrested "military and civilian figures" in connection with the plot. It did not identify them.

Officials could not immediately be reached for comment on the report. The Sudanese Media Centre earlier reported in a text message to mobile phones that the security and intelligence services had "frustrated a sabotage attempt".

Witnesses said they had seen military vehicles in a main street in central Khartoum during the night.

"We saw something unusual in Khartoum before midnight yesterday. Four armoured vehicles and two tanks on Abeid Khatim Street heading in the direction of downtown," one witness said, asking not to be named.

Security at the defence ministry, intelligence headquarters and other buildings associated with military and security authorities appeared normal early in the morning, a Reuters witness said.

Sudan has been plagued by political conflicts and crises for most of its history since independence from Britain in 1956.

Decades of civil war between the north and south culminated with South Sudan's independence in July last year under a 2005 peace deal.

Tensions have remained high since then. The two countries accused one another of incursions in disputed border zones on Wednesday, a setback to recent security and border deals.

New structures self-assemble in synchronized dance

ScienceDaily (Nov. 21, 2012) ? With self-assembly guiding the steps and synchronization providing the rhythm, a new class of materials forms dynamic, moving structures in an intricate dance.

Researchers from the University of Illinois and Northwestern University have demonstrated tiny spheres that synchronize their movements as they self-assemble into a spinning microtube. Such in-motion structures, a blending of mathematics and materials science, could open a new class of technologies with applications in medicine, chemistry and engineering. The results will be published in the Nov. 22 edition of the journal Nature.

"The world's concept of self-assembly has been to think of static structures -- something you would see in a still image," said Steve Granick , the Founder Professor of Engineering at the U. of I. and a co-leader of the study. "We want shape-shifting structures. Structures where a photograph doesn't tell you what matters. It's like the difference between a photograph and a movie."

The researchers used tiny particles called Janus spheres, named after the Roman god with two faces, which Granick's group developed and previously demonstrated for self-assembly of static structures. In this study, one half of each sphere is coated with a magnetic metal. When dispersed in solution and exposed to a rotating magnetic field, each sphere spins in a gyroscopic motion. They spin at the same frequency but all face a different direction, like a group of dancers in a ballroom dancing to the same beat but performing their own steps.

As two particles approach one another, they synchronize their motions and begin spinning around a shared center, facing opposite directions, similar to the way a couple dancing together falls in step looking at one another.

"They are both magnetized, which causes them to attract each other, but because they're moving, they have to move in sync," said Erik Luijten, a professor of materials science and engineering and of applied mathematics at Northwestern University who co-led the research with Granick.

Soon, the pairs and clusters of dancing spheres assemble themselves into a microtube -- a long, hollow structure. The entire tube spins, even as each individual sphere continues its motion as well, like dancers in a line dance completing their individual steps as the line moves.

"It's spontaneous. We don't force it to form," said U. of I. graduate student Jing Yan, the first author of the paper. "We saw that during the self-assembly process, the synchronization also happens. If you look at the spheres, every one is doing a different thing. Only when they come in close contact will they do something cooperatively. The two concepts are intricately related in this system."

Now that the researchers have detailed the delicate choreography of synchronization and self-assembly, they hope to explore applications for this new class of moving structures. One potential application of a dynamic, self-assembled microtube is to transport and release cargo. A particle or collection of molecules could be encapsulated in the tube and transported to a different location. Then, the tube can be disintegrated, releasing the cargo at a target point.

"We're looking for the new applications that people haven't dreamt up yet because they didn't have the capability," said Granick, a professor of materials science and engineering.

Next, the researchers are working to further understand the properties governing synchronized self-assembly and ways to guide it for functionality, such as manipulating the structures with an electrical or magnetic field. They also plan to explore directing the Janus spheres to synchronized self-assembly of other shapes and structures, allowing even more applications.

"Traditionally in self-assembly, you make a specific building block that will organize into a specific structure," Luijten said. "If you want a different structure you have to make a different building block. Here now, with one building block, we can control the structure by exploiting the synchronization effect."

The U.S. Army Research Office, the Department of Energy and the National Science Foundation supported this work. U. of I. research scientist Sung Chul Bae and Northwestern University graduate student Moses Bloom were co-authors of the paper. Granick also is affiliated with the Frederick Seitz Materials Research Laboratory and with the departments of chemistry, physics, biophysics, and chemical and biomolecular engineering at Illinois. Luijten also is associated with the department of engineering sciences at Northwestern University.

Blind patient reads words stimulated directly onto retina: Neuroprosthetic device uses implant to project visual braille

ScienceDaily (Nov. 22, 2012) ? For the very first time researchers have streamed braille patterns directly into a blind patient's retina, allowing him to read four-letter words accurately and quickly with an ocular neuroprosthetic device. The device, the Argus II, has been implanted in over 50 patients, many of who can now see color, movement and objects. It uses a small camera mounted on a pair of glasses, a portable processor to translate the signal from the camera into electrical stimulation, and a microchip with electrodes implanted directly on the retina.

The study was authored by researchers at Second Sight, the company who developed the device, and has been published in Frontiers in Neuroprosthetics on the 22nd of November.

"In this clinical test with a single blind patient, we bypassed the camera that is the usual input for the implant and directly stimulated the retina. Instead of feeling the braille on the tips of his fingers, the patient could see the patterns we projected and then read individual letters in less than a second with up to 89% accuracy," explains researcher Thomas Lauritzen, lead author of the paper.

Similar in concept to successful cochlear implants, the visual implant uses a grid of 60 electrodes -- attached to the retina -- to stimulate patterns directly onto the nerve cells. For this study, the researchers at Second Sight used a computer to stimulate six of these points on the grid to project the braille letters. A series of tests were conducted with single letters as well as words ranging in length from two letters up to four. The patient was shown each letter for half a second and had up to 80% accuracy for short words.

"There was no input except the electrode stimulation and the patient recognized the braille letters easily. This proves that the patient has good spatial resolution because he could easily distinguish between signals on different, individual electrodes." says Lauritzen.

According to Silvestro Micera at EPFL's Center for Neuroprosthetics and scientific reviewer for the article, "this study is a proof of concept that points to the importance of clinical experiments involving new neuroprosthetic devices to improve the technology and innovate adaptable solutions."

Primarily for sufferers of the genetic disease Retinitis Pigmentosa (RP), the implant Argus II has been shown to restore limited reading capability of large conventional letters and short words when used with the camera. While reading should improve with future iterations of the Argus II, the current study shows how the Argus II could be adapted to provide an alternative and potentially faster method of text reading with the addition of letter recognition software. This ability to perform image processing in software prior to sending the signal to the implant is a unique advantage of Argus II.
